The logistics landscape for Outsourced Semiconductor Assembly and Test (OSAT) packaging and substrate materials is set to become more challenging in the second half of 2026. Industry analysts are signaling elevated risks for ocean freight, which remains the primary mode of transport for bulk quantities of substrates, lead frames, and finished packaged devices between Asian manufacturing hubs and global distribution centers. Factors such as recurring labor disputes at major ports, particularly in Southeast Asia, and potential adjustments to shipping routes in response to regional geopolitical developments, are critical concerns.

Procurement and supply chain managers in the semiconductor sector are advised to reassess their inventory strategies and consider buffer stock for critical OSAT components. The potential for prolonged transit times could impact production schedules, particularly for high-volume consumer electronics and automotive applications where just-in-time (JIT) delivery systems are prevalent. The cost implications are also significant, with surcharges and premium freight options likely to become more common as carriers navigate disruptions.

Rising ocean freight rates and extended lead times for substrate and packaged ICs could further strain operational budgets. Manufacturers of advanced packaging, such as flip-chip and wafer-level packages, are particularly vulnerable due to the specific handling requirements and the critical role these components play in the final assembly. While air freight remains an option for urgent shipments, its high cost typically limits its widespread adoption for commodity-level components, forcing reliance on more volatile sea routes.

To mitigate these risks, some OSAT providers are exploring closer partnerships with logistics firms to secure dedicated vessel space or prioritize cargo. Additionally, regionalization efforts, while still in nascent stages, might see increased traction as companies seek to reduce dependence on long-haul trans-oceanic routes for certain segments of their supply chain. However, for the immediate future, maintaining agile logistics planning and strong communication with freight forwarders will be paramount in navigating the anticipated volatility.
